Halima Narcisse Smith was born on September 1, 1977 in New Orleans, Louisiana. She graduated from Biloxi High School in Biloxi, Mississippi in 1995. In 1999, Ms. Smith earned her Bachelor of Arts degree from Xavier University of Louisiana, where she graduated magna cum laude with honors in English and with a minor in Spanish. During her undergraduate career, some of Ms. Smith’s essays were published by Xavier University of Louisiana, and she was also an active member of the English Club, where she served as President and Treasurer. In 1998, Ms. Smith studied abroad at Universidad Nacional Autonoma de Mexico in Mexico City, Mexico. Ms. Smith graduated from Loyola University School of Law in New Orleans, Louisiana in 2002, where she was a member of the Loyola ATLA team that placed first in a Louisiana mock trial competition in 2001. After earning her juris doctor degree, Ms. Smith served as a judicial law clerk to the Honorable Ethel S. Julien at Civil District Court for the Parish of Orleans from 2002 – 2003. Ms. Smith is a member of the Louisiana State Bar Association and has been admitted to practice in federal court. Her primary areas of practice are industrial employment/long-latency lung disease litigation, insurance defense and coverage disputes.
